Section 8 Housing Choice Vouchers

The “Ending Homelessness Act of 2021” would authorize additional funding to address homelessness, including an expansion of the Housing Choice Voucher program to all eligible households.

The “Family Stability and Opportunity Vouchers Act” proposes to authorize 500,000 new Housing Choice Vouchers. The vouchers would specifically target families with young children and would include funding for mobility services to help families access high-opportunity neighborhoods.

The “Choice in Affordable Housing Act” would authorize new landlord incentives to attract and retain landlord participation in the HCV program. For example, PHAs could provide a “signing bonus” to landlords who join the program and offer to cover security deposit expenses for HCV tenants.

Similarly to the bill listed below (S.947), this bill would update the inspection process for Housing Choice Voucher units. It would require HUD to take certain actions against entities that fail their inspections.

Last Congress, Sen. Rubio (R-FL) introduced a similar bill last Congress. The bill would add inspection requirements for Performance-Based Contract Administrators (PBCAs) and add new fines and penalties for failing to meet standards.

This bill would increase funding for the Housing Choice Voucher program and provide HUD with greater flexibility in how to use the funding, including for utility payments or landlord incentives.
