How will the New Davis Bacon Regulations Impact you? In March 2022, the US Department of Labor proposed over 50 different changes to the Davis Bacon regulations. Comments were closed in May and those final regulations are due out any day. How will those changes impact the procurement of construction work for an agency? This session will cover changes in bid specifications, contract clauses and how conformances will be handled moving forward. Credits for fringe benefits and amortization of certain benefits may also change.

Developing Affordable Housing using Federal and Non-Federal Sources
As construction costs continue to rise and supply chain and other issues continue, the Allegheny County Housing Authority, the Dauphin County Housing Authority and other affordable housing developers have used a variety of approaches to finance the development and/or revitalization of affordable housing. This session will (a) center on the ability and need to bring in different funding sources for quality affordable housing in today’s environment and (b) provide real world examples from a variety of sources – both traditional and innovative – to demonstrate the options and pros and cons of diverse approaches.

Choice Neighborhoods: Funding for Revitalizing Neighborhoods and Redeveloping Distressed HUD-Assisted Housing
This session will provide a brief overview of the Choice Neighborhoods program and how it allows PHAs to go beyond repositioning and public housing investment with neighborhoods in mind. The overview will be followed by an interactive panel discussion with leaders representing Choice Neighborhoods sites in Louisiana. From larger urban areas to smaller cities, this dynamic panel will bring perspectives from PHAs, local governments, developers, and social service agencies on creating lasting neighborhood change.
