NAHRO Sends Joint Letter on FY24 PHOF Appropriations
Last week, NAHRO, along with CLPHA, PHADA, and the MTW Collaborative, sent a joint letter urging leaders of the House and Senate Committee on Appropriations to enact, at a minimum, the $5.530 billion Senate-proposed funding level for the Public Housing Operating Fund (PHOF).
The letter emphasizes the importance of sufficiently funding the PHOF amid our nation’s affordable housing crisis. HUD findings indicate that the House-proposed FY24 PHOF funding level would result in an anticipated proration of program operating funding at 87 percent of formula amounts. Inadequate appropriations would severely limit the ability of PHAs to serve their residents and further exacerbate affordable housing supply shortages.
The joint letter also urges Congress to consider the $375 million Operating Fund Shortfall that was severely under addressed in FY23. This shortfall impedes the operational capacity of PHAs across the nation and illustrates the acute need for adequate Congressional funding.
As Congress continues to work on FY24 appropriations, NAHRO remains committed to advocating for sufficient PHOF funding.
