Reaching students whose families are homeless or at risk of homelessness in time to stabilize the family is critically important. However, this group is not served by the existing referral systems that often require shelter stays, prioritize referrals based on length of homelessness and voucher homeless preferences on waitlists. An innovative practice that several PHAs in CT have employed is establishment of an MOA with the local public school system for immediate referral of at risk and homeless families from McKinney Vento School counselors in the school system to dedicated set asides in the voucher program.
