This session will cover the strategic benefits, as well as the administrative challenges, of creating and operating Instrumentalities and affiliates, also referred to as component units. In order to achieve goals and objectives with limited or no direct federal funding, many PHAs have successfully created non-profits to benefit the residents and tax credit repositioning as well as other partnering opportunities. Panelists will discuss the needs they faced leading to their creation of their numerous instrumentalities and affiliates.
