PHAs need to be proactive about our future. Where we focus our time and budget. Who we partner with and what issues we want to address. This session provides PHAs with thought provoking questions to bring back and discuss with the Board and Executive Director about the future of their PHA. It provides the basic tools to kick off a Strategic Planning initiative at your PHA. Strategic Planning is critical to the future of the industry. It is far too common to simply go from emergency to emergency, HUD changes, budget swings and lose sight of the big picture.

Board Oversight Key Financial Indicators
HUD has created several methods of monitoring and evaluating PHAs, such as SEMAP (Section 8 Management Assessment Program), and the PHAS (Public Housing Assessment System). We will cover the Basics for both SEMAP and PHAS, as well as Fraud, Budgeting, and the Audit Process. This session is geared to Board Members and Top Executives.

Motel Conversion: The Good, the Bad, and the Ugly
With escalating development costs and increasing numbers of unhoused people, Public Housing Agencies in California are turning to the acquisition of motels to provide Emergency Interim Housing (EIH) and Permanent Supportive Housing (PSH). Four agencies from California will describe their respective acquisitions, discussing all aspects from vision to everything in between. Learn how to navigate the unique challenges and maximize the benefits of this transformational process. This session targets commissioners and staff at a PHA that are involved in policy, development, management, and services for unhoused people.

Reduce Schedules to Work Better, Smarter, and Less
What if your organization could work less, be more productive, and make time for what’s most important? We think that success requires being always-on, never missing an opportunity, and outworking our peers. But working ever-longer hours isn’t sustainable. Fatigue-induced mistakes are costly, and overwork alienates and burns out employees. Housing Catalyst, a PHA out of Fort Collins, Colorado, will share how it launched a pilot program to shrink the workweek without cutting salaries or sacrificing productivity. Housing Catalyst staff will be joined by a commissioner who will share board perspective on the journey to this pilot.

What is Equity, Through the Lens of a Commissioner
What does an equitable community look like through the lens of a commissioner? The NAHRO Commissioners Committee, and its DEI Subcommittee invite commissioners and participants on a journey of discovering what equity looks like in communities by means of a hands-on visualization. Our session starts with a panel discussion followed by small breakout groups. Each breakout group will be given drawing paper, markers, and crayons, and through their creative expression, draw sketch and other a vision of an equitable community. At the conclusion of the small group exercise, each will be invited to present the vision to the larger group.

Pathways Out of Poverty: Addressing Social Determinants of Health
This session is for commissioners/board representatives, agency employees, and executive directors. Join our panel of commissioners/board representatives to discuss the importance of education, how to overcome barriers, and how to identify resources to support efforts. Panelists will share evidence-based practices, specifically social determinants of health, through case studies and data sharing.
