CoC and YHDP FY25 NOFO Released with Major Changes

November 14, 2025 — On November 13, HUD released its fiscal year 2025 Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program and Youth Homeless Demonstration Program (YHDP). The application deadline is January 14, 2026. 

Approximately $3.918 billion is available through this NOFO with additional funds that may also become available. HUD expects to grant approximately 7,000 awards, which is about 1,500 fewer awards than expected compared to the previous NOFO. However, the maximum ($25 million) and minimum ($2.5 million) award amounts that grantees can apply for will remain the same. 

Of the total, HUD is making available: 

  • Approximately $3.509 billion in funding for the CoC Program; 
  • Approximately $52,000,000 in funding is available for Domestic Violence, Dating Violence, Sexual Assault, and Stalking Bonus (DV Bonus) projects; 
  • Approximately $129,000,000 for the renewal of projects originally awarded as part of the Unsheltered and Rural Homelessness Supplemental NOFO; and  
  • Approximately $228,000,000 for the competitive renewal and replacement of expiring YHDP grants. 

Major Changes from the Previous NOFO 

Applicants should anticipate awards to be announced on May 1, 2026. For fiscal year 2024 grantees whose awards expire between January and June 2026, there will most likely be a gap in funding. Grantees may need to find other forms of funding for the first half of 2026.  

The four components that will be funded through this NOFO include: transitional housing, supportive services, permanent housing, and the Homeless Management Information System (HMIS). In some cases, funds may also be provided for homelessness prevention activities; however, only designated High Performing Communities may carry out such activities.  

Additionally, the NOFO states that “In order to promote balance and increase competition, no more than 30 percent of a CoC’s Annual Renewal Demand (ARD) under this NOFO will fund Permanent Housing projects, including PH-PSH, PH-RRH and Joint TH and PH-RRH projects.” This is a massive decrease in the number of permanent supportive housing projects that will be allowed under this NOFO compared to previous ones.  

According to HUD, all CoCs must complete and submit the FY 2025 CoC Consolidated Application — that includes the CoC Application and CoC Priority Listing — with all submitted projects ranked or rejected based on the criteria set forth in this NOFO.
