Day 37: Government Shutdown Update

November 6, 2025 — We’ve now entered the longest government shutdown in U.S. history. While bipartisan talks are underway, Congress has yet to pass a funding bill. Tuesday’s election results, a sweep for Democrats in all major races, have shifted the political dynamics on Capitol Hill. Yesterday, President Trump met with Republican Senators and urged them to end the shutdown by eliminating the filibuster, but there appears to be little support for that move at the moment. Democratic Senators met over lunch today, which may offer further insight into the party’s position. Some Senate Democrats are considering taking Republican Senate Leader John Thune’s offer of reopening the government in exchange for a vote on the Obamacare subsidies. This offer is not a guarantee that the vote will pass, and it does not guarantee that Republicans will come to the negotiating table to address the expiring program. With pressure mounting on both sides of the aisle, Senators may vote to end the shutdown, putting them somewhat at odds with House Democrats that want to keep the pressure up on Republicans.

How to Use the Call-in Scripts

  1. Visit https://nahro.quorum.us/action-alert-center/.
  2. Choose which script you want to use: we have one for Public Housing Authorities, and one for Community. Click on the Call button next to the option you want to use.
  3. Fill in your name, address and email address, then click the Confirm button.
  4. On the next screen, add your phone number, then click Submit. You’re ready to make your calls!

Call-In Tips

Once you are in the call, a brief script will appear on the screen you used to access the Action Alert Center, and the system will cycle you through your Senators and Representative.

You can use the script to give whoever answers the phone a brief request to reopen the government, or leave the request as a voicemail. Feel free to use the script as is or add your own personal message.

If you’re calling Senate offices, you may hear menu options for call/voicemail  If you’re calling House offices, you may be patched through directly to the office. 

A space will appear for you to share any comments or notes you would like to pass along to the NAHRO team about the call.  At the end of your call, a thank you message will appear and you’re done! 

Let Congress know that an extended government shutdown during an affordability crisis puts our most vulnerable neighbors at risk of experiencing homelessness at a time where homelessness has risen substantially. Call your members of Congress today!

Update from HUD

Prior to the shutdown, HAP and Administrative Fee payments were processed for October and the first two weeks of November. Since then, HUD has obligated November HAP, Admin Fee funding, and November shortfall. HUD has noted that it will be able to obligate December HAP and Administrative Fee funding to PHAs later this month. As usual, funds will be available to PHAs at the start of each month. Obligations may be slower than normal due to limited staffing at the Department. Remember, staff at HUD are not paid during the shutdown.

HUD was able to process October and November Operating Fund obligations prior to the shutdown. Last week, NAHRO learned that HUD will be able to fund Operating Fund payments for the month of December as well. HUD will begin working to load those funds into eLOCCS as soon as possible.

PHAs experiencing issues accessing eLOCCS should reach out to their usual HUD contact for assistance. While response times may be delayed due to limited staffing, HUD staff are checking emails periodically.

The impact on Community Planning and Development (CPD) grants varies depending on whether funds have already been disbursed. As in previous shutdowns, the key factor is whether HUD staff are available to process payments and release funds to grantees. Any grants not yet awarded will remain on hold until the shutdown concludes.
