Federal Court Issues Temporary Order Requiring HUD to Process Eligible FY25 CoC Renewals

December 23, 2025 — Today, a federal court issued a temporary court order requiring HUD to take steps necessary to process eligible renewals for FY25 CoC funding under the FY24-25 NOFO.

While this stops HUD from moving forward with the new FY25 CoC NOFO posted last week, this order does not require HUD to award or obligate funds yet.

According to the preliminary injunction, HUD must provide a timeline and report for processing the eligible renewals by December 30, 2025.

NAHRO will continue to monitor court proceedings on this matter. Grantees should look out for possible guidance from HUD shortly related to renewal processing.
