HUD Issues New CoC FY25 NOFO for Public Review

December 22, 2025 — On Saturday, December 20, HUD provided an update on their website regarding the FY25 Continuum of Care (CoC) NOFO. The update references ongoing court proceedings in relation to CoC funding that most likely means a paused application process.

In the update HUD states, “HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.”

Although HUD stated that they will provide further notice on when the application portal will open, the NOFO appears to be available on Grants.gov.

HUD has provided the new NOFO on their website. The NOFO has updated information regarding their reasoning for limiting funds for existing permanent housing projects, as well as a “two track application process” that separates funding specifically for new Permanent Housing projects for individuals and families with a disability.

It is unclear what will happen with the FY25 CoC NOFO at this time, however NAHRO is and will be closely monitoring the court proceedings for future information.
