HUD Office of Housing Notice Extends HOTMA Compliance Date for Multifamily Housing Again

December 18, 2025 — Earlier today, HUD published Housing Notice H-2025-07, extending compliance with the HOTMA final rule to January 1, 2027, for Project-Based Rental Assistance (PBRA)  properties. The notice revises the date of full compliance with the Housing Opportunity Through Modernization Act of 2016 (HOTMA) Sections 102 and 104 to the new January 2027 date. Previously, H-2025-03 required full compliance by January 1, 2026. The announcement includes other reminders, including following existing requirements until complying with HOTMA and how to come into compliance before January 2027. This notice applies to owners of Multifamily Housing, not to participants in Office of Public and Indian Housing (PIH) programs. Find the announcement here.
