HUD Publishes Public Housing Operating Fund Shortfall Funding Implementation Notice

December 19,2025—On December 17, HUD published PIH Notice 2025-30, “Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year 2025 Appropriations.” Like prior year Public Housing Operating Fund shortfall funding application notices, this notice covers eligibility criteria, application instructions, appeals, HUD’s methodology in allocating funding, and reporting and usage requirements. New in this notice, HUD notes that PHAs who received FY 2022, 2023, or 2024 funding are ineligible for 2025 funding.
According to recently released HUD data, 147 agencies are ineligible for 2025 shortfall funding due to receiving 2022, 2023, or 2024 funds. Even without these agencies, the total national amount of shortfall eligibility has risen to $734 million in 2025. $25 million will be awarded by HUD.
