HUD Publishes Public Housing Operating Fund Shortfall Funding Implementation Notice

January 13, 2026 — On December 17, HUD published PIH Notice 2025-30, “Implementation of Public Housing Operating Fund Shortfall Funding from Federal Fiscal Year 2025 Appropriations.” Like prior year Public Housing Operating Fund shortfall funding application notices, this notice covers eligibility criteria, application instructions, appeals, HUD’s methodology in allocating funding, and reporting and usage requirements. New in this notice, HUD notes several application process and grant management changes for this year. Additionally, PHAs who received FY 2022, 2023, or 2024 funding are ineligible for 2025 funding.
