HUD Updates 2025 HCV Portability Administrative Fee Description File

January 21, 2026 – Yesterday, HUD sent a letter to PHA executive directors with a Housing Choice Voucher (HCV) program stating that the calendar year (CY) 2025 portability fee description file has been updated on HUD’s portability page. The update includes data on the most recently reconciled prorations and estimates. Questions on “. . . rates, descriptions, or portability billings . . .” should be sent to the PHA’s Financial Management Center (FMC) financial analyst or to the Financial Management Division (FMD; PIH.Financial.Management.Division@hud.gov).
