NSPIRE Dates Extended to 2026 for Public Housing, Multifamily Housing, and Community Planning and Development Programs

October 2, 2025 — HUD has extended the compliance date for scoring affirmative requirements for public housing and Multifamily Housing programs to October 1, 2026. They have also delayed the compliance dates for converting to NSPIRE for Community Planning and Development programs to October 1, 2026. Both notices were published on September 30, 2025.
Affirmative Scoring Dates for Public Housing and Multifamily Housing Inspections
PIH Notice 2025-27 delays the compliance date for scoring affirmative requirement deficiencies in Multifamily and public housing inspections to October 1, 2026. These deficiencies must be corrected under the relevant timeframes according to the NSPIRE standards based on their severity, but they will not count toward an inspection score until the compliance date of October 1, 2026. NAHRO’s analysis of NSPIRE scores shows that for public housing properties that have had both an NSPIRE and UPCS inspection, scores increased by 13 points after shifting from UPCS to NSPIRE. In the Multifamily portfolio, scores increased by 6 points after changing inspection protocols. The delay in scoring affirmative requirements may have contributed to these significant improvements.
Community Planning and Development Compliance Dates
HUD published a notice in the Federal Register extending the compliance date for HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) final rule for Community Planning and Development (CPD) programs to October 1, 2026.
The extended deadline for CPD programs is specifically for the Emergency Solutions Grants (ESG), Continuum of Care (CoC), HOME Investment Partnerships Program (HOME), and Housing Trust Fund (HTF) programs. The last time a delay was made for compliance of the NSPIRE final rule for CPD programs was in July 2024. The delayed compliance date was originally meant for October 1, 2025, however HUD has yet to publish standards specific to each of these programs and plans to before the compliance date.
CoC and ESG Programs
Recipients who implement NSPIRE prior to the new compliance date must document the chosen compliance date in program records. There is nothing in the notice or NSPIRE final rule that prevents CoC and ESG recipients from using NSPIRE standards prior to the new compliance date.
HOME and HTF Programs
Participating jurisdictions of the HOME and the HTF programs should prepare for the compliance date by updating property standard regulatory citations and requirements in written agreement templates with State recipients, subrecipients, and project owners, as required by 24 CFR 92.504(c) and 24 CFR 93.404(c).
