ROSS-SC FY25 NOFO Deadline Extended for the Second Time

December 19, 2025 — Today, HUD once again extended the deadline of the FY25 Resident Opportunity and Self Sufficiency Service Coordinator (ROSS-SC) NOFO to January 20, 2026.
This eight day extension comes with modifications to the application, which include:
- A community needs assessment that must cover at least 20 percent of households in targeted projects;
- Eligibility changes specifically pertaining to RAD PBRA and RAD PBV units;
- Updated match requirements;
- Letters of support requirements;
- New page limits for narrative forms;
- Scoring changes specifically for timely use of funds and data availability scores; and
- Submission requirements related to forms HUD-52755, HUD-52753, HUD-52752, and the ROSS Narrative Statement.
According to HUD, modifications were made to make the NOFO more consistent and easier for applicants to understand. These modifications can be found in HUD’s modification document here.
