Senate Advances Massive Housing Package, White House Expected to Sign

March 3, 2026 — Yesterday, the Senate released the text of their new housing bill, “the 21st Century ROAD to Housing Act,” which combines provisions from the Senate’s “ROAD to Housing Act” and the House’s “Housing for the 21st Century Act.” The Senate voted 84-6 to advance the bill. Senate Banking Committee Chair Tim Scott (R-SC) and Ranking Member Elizabeth Warren (D-MA) introduced the massive housing package, combining the House and Senate housing bills with the Trump Administration’s push to ban large investors from purchasing single-family homes.  

The 21st Century ROAD to Housing Act contains many of the shared provisions in the House and Senate housing packages, with six additional housing provisions from the House. The White House supports passage of the bill and advises that the President would sign the bill in its current form.  

The Senate Banking Committee writes that the bill “lowers costs by increasing supply, empowering local communities, and protecting taxpayers.” Prompted by House Republicans, who will need to approve the bill when it returns to the chamber, the package also includes a temporary ban on creating a Central Bank Digital Currency (CBDC), a form of digital money. Some in Washington believe this measure could make it easier for Republicans to support the bill. 

This is the first of several procedural steps that Senate will need to take in the coming days before the bill heads back to the U.S. House of Representatives where the Housing for the 21st Century Act previously passed 390-9. That bill was sponsored by House Financial Services leaders Chairman French Hill (R-AR) and Ranking Member Maxine Waters (D-CA) and Housing and Insurance Subcommittee leaders Chair Mike Flood (R-NE) and Ranking Member Emanuel Cleaver (D-MO).
