Resolution Adopting David Silke as the International Award Recipient For 2025
Whereas, the Davis-Bacon Act requires contractors and subcontractors working on federally funded projects to pay prevailing wages and adhere to specific labor standards;
Whereas, insurance proceeds received by Public Housing Authorities (PHAs) are not federal funds but private insurance payments intended to cover losses and damages;
Whereas, the inclusion of insurance proceeds under the scope of the Davis-Bacon Act imposes additional administrative burdens and costs that detract from the intended use of these funds;
Now, Therefore, Be it Resolved, NAHRO supports the position that insurance proceeds received by Public Housing Authorities from private insurance companies be exempt from the provisions of the Davis Bacon Act.
