Resolution on Exempting PBVs from Davis-Bacon

Whereas, the Davis-Bacon Act (DBA) requires that project-based vouchers attached to more than eight units comply with Davis-Bacon requirements in the construction phase of a development;

Whereas, project-based vouchers are a rental subsidy, not an operating subsidy;

Now, Therefore, Be it Resolved, NAHRO supports removing the Davis-Bacon requirements on Project-Based Vouchers.
