Day 23: Government Shutdown

October 23, 2025 — The Senate failed to pass the Republican led “clean” Continuing Resolution (CR) for the 12th time. Congress has now surpassed the 21-day government shutdown of 1995–1996, making it the second-longest in U.S. history. Despite some informal bipartisan member-level discussions, House and Senate leaders on both sides have not engaged in any meaningful negotiations. The House is currently out of session and does not plan to reconvene until the Senate passes a CR. However, some Republican leaders, including Senate Majority Whip John Thune (R-SD), have suggested that the House may need to pass a new CR extending beyond the November 21 deadline approved in September. Earlier today, the Senate voted on a Republican bill to pay some federal employees that are working during the shutdown, however the bill failed.

Congress: End the Shutdown, Resume FY 26 Talks! 

Speak up on behalf of your residents and communities by  telling Congress to end the partial government shutdown and return to regular order. A prolonged government shutdown puts our most vulnerable neighbors at risk of experiencing homelessness at a time where the rates of new cases have risen dramatically. 

NAHRO has updated itsstate- and territory-level data flyers to reflect FY26 funding proposals in the House and Senate bills. NAHRO encourages members to use this data with any outreach you may have with your elected officials and their staff throughout the shutdown and appropriations process.  

Latest from HUD  

Prior to the shutdown, Public Housing Operating Fund obligations were issued through November 2025, and HAP and Administrative Fee payments were processed for October and the first two weeks of November. NAHRO has since learned from HUD that the Department plans to obligate the remaining November HAP, as well as December HAP and Administrative Fee funding, to PHAs later this month. As usual, funds will be available to PHAs at the start of each month. 

The impact on Community Planning and Development (CPD) grants varies depending on whether funds have already been disbursed. As in previous shutdowns, the key factor is whether HUD staff are available to process payments and release funds to grantees. Any grants not yet awarded will remain on hold until the shutdown concludes. 

Applications for FY 2025 funding for the Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) and Family Self-Sufficiency (FSS) programs opened prior to the shutdown. However, HUD has not yet provided information on extending the application deadlines for the FSS or Jobs Plus programs. 

As of October 10, 2025, the link to Notice PIH 2025-24—the FY 2025 FSS NOFO—was broken. The cause remains unclear. NAHRO has recovered the document, which is currently unavailable on HUD’s website. Applicants should continue preparing and submitting applications as usual unless HUD issues further guidance.

Federal Staffing Reductions in Force  

On October 10, the Trump Administration issued reductions in force (RIFs) to over 4,000 federal workers in response to the government shutdown. This included 442 HUD employees including 103 staff in the Office of Public and Indian Housing (PIH), 114 staff at the Office of Fair Housing and Equal Opportunity (FHEO), 50 staff at the Office of Housing, and 30 staff at the Office of Community Planning and Development. RIFs were also issued at the Treasury Department, including the entire staff of the Community Development Financial Institutions (CDFI) Fund. This move has garnered bipartisan pushback from Congress, including Senator Mike Crapo (R-ID) who co-chairs the Senate CDFI Caucus with Senator Mark Warner (D-VA.), as well Senator Mike Rounds (R-SD) and House Financial Services Committee Ranking Member Maxine Waters (D-CA). A federal judge has issued a temporary order to block the reductions in force; however, the Administration will most likely appeal this decision.
