FSS FY26 Annual Funding Notice Published

September 11, 2026 — On September 9, HUD published Notice PIH 2026-24, which provides guidance to PHAs and Project-Based Rental Assistance owners seeking Family Self-Sufficiency (FSS) grant funding for fiscal year 2026 (FY26).
In the notice, HUD makes $156.4 million available from FY26 appropriations. Funding per eligible FSS coordinator position ranges from $43,680 to $197,200.
Funds are available for renewal positions with the possibility of expansion positions. Applicants applying for new awards may apply, however HUD does not anticipate funding new programs this funding cycle as they will only be considered after expansion positions. New programs that are not funded for FY26 may be funded in the future.
Applications are due by October 13, 2026, at 11:59 p.m. ET.
The notice, which should be read together with Notice PIH 2025-15, provides key funding details, eligibility criteria, and other important information pertaining to the application process. Several key changes have been made to the FY26 notice that differ from the FY25 funding notice.
Key Changes from FY25
- All applicants must complete HUD-52651 form, which confirms the number of positions an applicant would like to request;
- FSS coordinator positions will now be calculated as Bureau of Labor Statistics (BLS) salary in the applicants area plus 50%;
- Cost adjustments will not be automatic – instead renewal applicants must send a letter to HUD justifying their request to make cost adjustments in their application;
- Implementation of funding offsets based on FY25 grant expenditure, meaning that FY26 funding will be prorated based on the amount of FY25 funds a grantee is on track to have remaining at the end of the year; and
- Expansion positions will be chosen by “performance-based prioritization” in the following order:
- (1) applicants administering Foster Youth to Independence (FYI) Vouchers
- (2) applicants with a FSS Achievement Metrics (FAM) or FAM-P Score of 1
- (3) applicants who have joined the Work and Dignity Coalition as of the application due date
- (4) applicants that have lost a coordinator in the FY24 or FY25 funding cycle.
