FY 2027 HUD Funding Remains Unfinished as Congress Moves Through October

Congress has entered October with FY 2027 HUD funding still unresolved, a continuing resolution in place through December 11, and lawmakers largely focused on district and state work ahead of the midterm elections. For PHAs and local housing partners, this is not a pause in the work. It is a window for housers to prepare local data, brief congressional offices, and make sure housing programs are understood before year-end funding decisions return to the center of the agenda.

The House calendar shows October as a district work period, with limited floor activity posted by the Clerk. The Senate is scheduled for pro forma sessions only, with no business expected until it returns on Monday, November 9. Campaign season, is officially here.

The DC Read

Congress has removed the threat of a government shutdown for now, but major funding decisions are still being determined. The continuing resolution (CR) gives Congress more time, but it does not settle final funding levels for HUD programs.

For housers, the key issue is uncertainty. Temporary funding helps avoid near-term disruption, but it does not answer whether final FY 2027 appropriations will support voucher renewals, public housing operations, capital needs, resident services, community development, and local administrative capacity.

Why It Matters Locally

Federal housing funding decisions show up in local communities quickly. They affect whether vouchers can be leased, whether properties can be maintained, whether capital repairs can move forward, and whether agencies have the staffing and administrative resources needed to run programs responsibly.

For residents, these decisions affect housing stability, property conditions, access to services, and confidence that affordable homes will remain available in their communities.

Program Notes for PHAs

FY 2027 THUD Appropriations:
The House Appropriations Committee approved its FY 2027 THUD bill on June 3 by a vote of 34 to 27. The Senate Appropriations Committee has not yet released its FY 2027 THUD bill.

House HUD Funding Levels:
The Bipartisan Policy Center’s FY 2027 HUD appropriations tracker reports that the House THUD bill would provide HUD with $80.1 billion in gross discretionary budget authority, $4.1 billion below FY 2026 enacted levels and $6.6 billion above the President’s FY 2027 request. The tracker also notes that the House bill includes $2.3 billion for the Public Housing Capital Fund, a $914 million decrease from FY 2026.

Housing Counseling Grants:
A federal judge temporarily blocked the administration from canceling nearly $56 million in HUD housing counseling grants while litigation proceeds. The grants support services such as homebuyer education, foreclosure prevention counseling, and rental assistance counseling.

What PHAs Can Do This Week

PHA leaders, commissioners, staff, residents, and partners should use October to prepare short, factual materials for congressional offices. Strong local updates should include:

  • households served;
  • vouchers leased and current leasing conditions;
  • public housing operating and capital needs;
  • administrative capacity concerns;
  • resident services and self-sufficiency work;
  • HOME, CDBG, and redevelopment examples; and
  • clear examples of what stable federal funding supports locally.

The most effective congressional education is specific, local, and factual, and often, in-person!

Bottom Line

Congress may be away from regular legislative business, but FY 2027 HUD funding is far from settled. The December 11 funding deadline gives PHAs and local housers a clear window to explain what federal housing and community development programs do on the ground.
