FY 25 Funding Applications Now Available for FSS and ROSS Programs

September 29, 2025 – On September 26, 2025, HUD opened up applications for fiscal year 2025 funding for the Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) program and the Family Self-Sufficiency (FSS) program.
There has not been any information provided by HUD about extending the application process for FSS or Jobs Plus due to the government shutdown.
On October 10, 2025, the link to Notice PIH 2025-24, which is the FSS fiscal year 2025 NOFO, was broken. It is unclear the reason as of now. However, NAHRO has been able to recover the document that is currently not accessible on the HUD website. Applicants should continue to apply as usual unless otherwise clarified by HUD.
FSS Funding Notice
Deadline: October 29, 2025
Notice PIH 2025–24 provides guidance to PHAs and Project-Based Rental Assistance (PBRA) owners seeking FSS grant funding. According to an email from HUD, fiscal year 2025 funding will only be available to FSS programs that were funded in at least one of the last three fiscal years. The notice does provide information for those who are eligible and would like to apply as a new applicant, but does not guarantee funding. Authorized Organizational Representatives (AORs) should have already received a link from GrantSolutions to apply. According to HUD, if your agency is an AOR but they have not received a link, anyone from your agency with access to GrantSolutions can find the application in your account and apply.
Grantees are also suggested by HUD to read Notice PIH 2025-15, which provides revised general funding requirements for the program. The minimum amount of funding to apply for is eligible positions multiplied by $43,680 and the maximum amount is
eligible positions multiplied by $195,200. Renewal funding increase or decrease requests may be made so long as the request represents an accurate estimation of anticipated eligible costs.
ROSS-SC Funding
Deadline: December 2, 2025
Funding for the ROSS-SC program was released on Grants.gov. The program assists eligible applicants to hire service coordinators who provide supportive services to participants of the ROSS program. Up to $40 million in grant funds will be made available to an estimated 114 grantees. The minimum amount of funding available is $272,255 and the maximum is $816,750.

Jobs Plus
Deadline: October 27, 2025
Funding for the Jobs Plus program, which offers employment and financial support services to increase earnings of public housing residents, was released on Grants.gov in August 2025. An estimated $21.6 million in grants funds will be made available and HUD expects to issue 15 awards. The minimum amount of funding available is $1.6 million and the maximum is $3.7 million.
To clarify eligibility, past grantees may apply for fiscal year 2025 Jobs Plus grant funds, however grantees may not apply for the same target sites/AMPs if it was previously funded through a Jobs Plus grant.
