Congress Faces Year-End HUD Funding Decisions as Key PHA Deadlines Approach

By: Gabriel Smith, Legislative Affairs Manager

Topline

  • Congressional status: The House is in its district work period, while the Senate is holding pro forma sessions ahead of its November 9 return.
  • HUD funding: A continuing resolution funds the federal government through December 11, leaving final FY 2027 appropriations decisions TBD.
  • Midterm elections: The November 3 elections will determine the composition of the next Congress and could change leadership of key housing committees.
  • PHA deadlines: Agencies should pay particular attention to Emergency Housing Voucher transitions and upcoming HOTMA requirements.

The DC Read: Short Calendar/Full Agenda

Congress has provided additional time to complete FY 2027 appropriations, but the December 11 funding deadline remains an important marker.

The continuing resolution allows federal programs to operate temporarily without resolving longer-term funding questions. When lawmakers return, appropriators will face decisions affecting rental assistance, public housing operations, capital funding, administrative fees, HOME, CDBG, and other programs.

The approaching elections add another dimension. Changes in congressional membership or committee leadership could influence housing priorities in the 120th Congress (next Congress). The 119th Congress (the current Congress) passed the 21st Century ROAD to Housing Act, the largest housing bill in over a decade.

For housing providers, the immediate priority is preparation, not election predictions. Agencies should be ready to explain how federal funding decisions affect their ability to serve residents, maintain properties, and invest in communities.

Program Notes: What PHAs Should Know

FY 2027 HUD Appropriations: Congress has not enacted full-year HUD funding yet. NAHRO continues to monitor the appropriations process, particularly funding for rental assistance renewals, public housing, administrative fees, and community development programs.

Emergency Housing Vouchers: HUD’s PIH Notice 2026-25 establishes procedures for transitioning eligible Emergency Housing Voucher (EHV) households to tenant protection vouchers (TPVs). Agencies should pay close attention to the November 1 deadline for transitions to existing HCV or PBV assistance, where applicable, and the December 31 deadline for completing EHV-to-TPV conversions. Agencies should also coordinate with HUD and affected households as the program transitions.

HOTMA Implementation: January 1, 2027, remains an important compliance enforcement date for Sections 102 and 104 of the Housing Opportunity Through Modernization Act for most PHAs. Different enforcement timelines apply to Moving to Work agencies and agencies exclusively using HUD’s Family Reporting Software. Agencies should review HUD’s updated HOTMA guidance and confirm which requirements apply to their programs.

Why It Matters Locally

Across the country, housers need predictable funding and practical federal guidance.

PHAs are responsible for managing housing assistance, maintaining properties, supporting residents, and meeting federal requirements regardless of what happens in D.C.

For residents, these decisions affect housing stability, property conditions, and the services and support available to them.

What PHAs Can Do This Week

As Congress approaches the elections and year-end funding negotiations, local housing leaders should:

  • Review funding projections and identify potential operational challenges.
  • Confirm applicable EHV transition and HOTMA implementation deadlines.
  • Prepare local examples and stories showing how HUD programs support residents and communities.
  • Maintain relationships with congressional offices, including district staff.
  • Review NAHRO’s Advocacy Toolkits to learn best practices for engaging with Congress and decison-makers of all levels.
  • Review NAHRO’s New 2026 August Advocacy Report to learn about the housing advocacy of NAHRO Advocates nationwide.
