HOME Final Rule Effective Date Delayed

On January 31, HUD announced that the effective date for the “HOME Investment Partnerships Program: Program Updates and Streamlining” final rule (HOME Final Rule) has been delayed. Instead of February, the final rule will now take effect on April 20, 2025.

According to HUD, the 90-day delay is meant to provide HUD more time to review the HOME Final Rule for any questions of fact, law, and policy that the final rule may raise. This delay originates from a memorandum issued by the President on January 20, 2025, titled “Regulatory Freeze Pending Review.” The memorandum asks executive departments and agencies to consider postponing effective dates of various rules that have been published in the Federal Register but have not yet taken effect.
