HOME Final Rule New Effective Dates Announced

April 16, 2025 — On April 16, HUD released a notice for public inspection titled “HOME Investment Partnerships Program: Program Updates and Streamlining – Delay of Effective Date, Withdrawal, and Correction,” which provides updated information for HOME Final Rule effective dates.

According to HUD, the effective date for the HOME Final Rule that was originally delayed from February 2025 to April 20, 2025, was meant to provide HUD more time to review any questions of fact, law, and policy that the final rule may raise. The released notice provides an updated timeline of effective dates below.

Effective Dates:

April 20, 2025

  • Almost all requirements of the HOME Final Rule will continue to go into effect on April 20 besides the following requirements mentioned for October
  • Grantees will be expected to come into compliance by April 20, 2026

Delayed until October 30, 2025

  • Maximum per-unit subsidy amount, underwriting, and subsidy layering (24 CFR 92.250) paragraph (c) Green building standards
  • The entirety of Tenant protections and selection (24 CFR 92.253)
  • American Dream Downpayment Initiative (ADDI) amendatory instruction removing Action Plan requirements for State governments (24 CFR 91.320)
