HOME Final Rule Provisions Further Delayed

October 21, 2025 — Today, HUD released a document for public inspection that would further delay the effective date for HOME Investment Partnerships Program (HOME) Final Rule provisions related to maximum per-unit subsidy amounts, underwriting, and subsidy layering (24 CFR 92.250), as well as, tenant protections and selection (24 CFR 92.253). The effective date of these provisions, which were originally delayed to February 2025, then further delayed to April and then October are now delayed until April 30, 2026.

All other provisions of the HOME Final Rule are already in effect. For the full document, see here.
