HUD Issues Guidance for Submitting Consolidated Plans and Action Plans

On January 16, HUD’s Office of Community Planning and Development (CPD) issued guidance to grantees of various community development programs on submitting consolidated plans and action plans for fiscal year (FY) 2024.

Guidance is issued specifically for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Trust Fund (HTF), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) formula grantees. The notice provides instructions and information for applicability of a waiver, programs flexibilities, costs incurred prior to execution of a grant agreement, and waivers to assist in the implementation of pre-award costs.

Currently, grant amounts for FY 2024 have not yet been released. HUD makes clear that all grantees should not submit their Plans until actual grant amounts have been determined and announced. Grantees (not including HTF grantees) with a submission deadline less than 60 days from the FY 2024 allocation announcement may delay submission of their Action Plan or Consolidated Plan for an additional 60 days from the date it was announced.

HUD requirements state that no Plan (not including HTF grantees) may be submitted later than August 16, 2024.

For HTF grantees, timing for allocations are different as they receive mandatory set-aside amounts from Fannie Mae and Freddie Mac. HUD expects allocation amounts for HTF grantees to be published by April 2024 at the earliest. They also provide additional information for HTF grantees when submitting Plans with various timelines.

The review period for Plans is 45 days from the eCon Planning Suite submission or when the original executed SF-424, certifications and applicable assurances are received by the field office.
