HUD Officially Delays HOTMA Compliance Date for Multifamily Housing Programs

By: Andrew Van Horn, NAHRO Policy and Research Advisor

November 2, 2026 — Today, HUD officially delayed the compliance date for HOTMA 102 and 104 from January 1, 2027 to January 1, 2028. This delay applies only to sections 102 and 104 for Multifamily Housing owners. At this time, the delay will not extend to Public and Indian Housing programs.

HUD’s announcement of the change noted that agencies may still comply with new HOTMA requirements before the mandatory date of January 1, 2028 by using the TRACS rent override function. Contract administrators will not penalize owners for HOTMA errors until January 1, 2028 when performing Management and Occupancy Reviews. For more information, see HUD’s bulletin announcing the change, Notice H-2026-07, and the forthcoming November edition of The NAHRO Monitor.
