HUD Publishes New RAD Rents Spreadsheet

June 27, 2025 – This morning, in its “RADBlast!” email, HUD announced that it was re-publishing its spreadsheet of Rental Assistance Demonstration (RAD) contract rents. These rents are “used to determine the initial Section 8 contract rents for new applications for public housing properties converting under RAD.” The base RAD rents are from 2024 and are adjusted by a 2025 Operating Cost Adjustment Factor (OCAF).

The new spreadsheet provides two additional pieces of information. First, the spreadsheet includes columns that provide an estimate of contract rents under each type of RAD / Section 18 blend. Second, the spreadsheet includes a tab where a user can look up “what the contract rents would be for a specific property and the impact on property revenue.”

Additionally, at the RAD Resource Desk, PHAs with a Commitment to Enter into a Housing Assistance Payments Contract (CHAP) can use a new feature, within the Concept Call checklist, to calculate the specific rents available under a RAD / Section 18 blend.
