HUD Releases Notice Allowing PHAs to Register Interest in 2025 HUD-VASH Voucher Allocation

July 20, 2025 – On July 18, HUD published a notice to its website titled “2025 Registration of Interest for HUD-VASH Vouchers” [Notice PIH 2025-21 (HA); the notice is dated “July 16, 2025”]. The notice announces $34 million in funding for HUD-VASH vouchers which enable veterans experiencing homelessness and their families to access housing and supportive services. An additional $10 million in administrative fees for HUD-VASH vouchers will be announced in a forthcoming notice. The deadline to register for interest is September 10, 2025.

Housing agencies that are interested in an allocation of HUD-VASH vouchers should follow a two-step  process. First, those PHAs should respond to the notice via a registration of interest link on HUD’s HUD-VASH webpage. Second, those eligible PHAs that register interest will receive an invitation to apply for a specific number of HUD-VASH vouchers.

Eligible PHAs will meet certain threshold requirements. Eligible PHAs with more than 25 existing HUD-VASH vouchers must have a HUD-VASH voucher unit utilization rate of 60% or higher. Housing agencies must have the capacity to administer the program as demonstrated by not having any major unresolved program management findings from certain audits or program reviews. Finally, eligible PHAs must have a valid letter of support from a partnering Veterans Affairs (VA) facility.

Certain numerical limits apply. Eligible PHAs may be invited to apply for a minimum of 5 vouchers or a maximum of 500 vouchers. Veterans Affairs Medical Centers (VAMCs) will be limited to 1,000 vouchers.

Housing agencies must make sure that their activities funded by federal awards comply with existing and future executive orders and other Presidential actions. The notice provides a non-comprehensive list of Presidential Executive Orders that must be followed. A full list can be found on the White House’s list of Presidential Actions.
