HUD Revises FSS Funding Requirements, Procedures, and Application Process

May 30, 2025 — On May 22, HUD issued two notices (Notice PIH 2025-15, PIH 2025-16) that make revisions to the Family Self-Sufficiency (FSS) Grant program funding requirements and application process.
General Funding Requirements and Procedures
Notice PIH 2025-15 establishes ongoing application and program administration rules related to FSS funding. These requirements and procedures replace previous funding notices for the program. They include application process requirements, responsibilities of FSS Program Coordinators, eligible and ineligible uses of funds, eligible and ineligible applicants, funding priorities, grant term information, and information for accepting an award.
Annual Funding Notification and Application Process
Notice PIH 2025-16 provides guidance to PHAs and Project-Based Rental Assistance (PBRA) owners seeking FSS funding for fiscal year 2024. Guidance includes information for new and renewal applicants such as creating an account to apply, eligible and ineligible expenses, verifying eligibility, joint applications, grant term information, and funding formula information. Under the 2024 FSS Funding Notice, the initial Period of Performance is January 1–December 31, 2025. Closeout procedures must be completed no later than 120 days following the end of the final Period of Performance, which may be extended if the grant is renewed or until all grant funds are used. This notice should be read together with Notice PIH 2025-15.
