HUD Sends Emails on 2025 HCV Updates

September 8, 2025 – In early September, the U.S. Department of Housing and Urban Development sent two emails to PHA executive directors. The first email discusses certain accounting activities for the Housing Choice Voucher (HCV) program, while the second email provides a reminder encouraging PHAs to register their interest for new HUD-VASH vouchers.
The email regarding HCV accounting activities states several accounting-related pieces of information. First, all critical funding actions (including those funding actions related to special purpose vouchers and tenant-protection vouchers [TPVs]) with effective dates of October 1 or November 1 must be submitted to the Financial Management Division (FMD) by September 8. Second, regular Housing Assistance Payment (HAP) and administrative fee monthly disbursements have been scheduled for September and October. Third, shortfall funding awards effective on October and November will be processed and announced prior to the fiscal year end. Fourth, additional HAP set-aside funding awards will be delayed until shortfall funding needs have been determined. Finally, HUD will continue funding TPVs from the proposed effective date through December 2025. Funding after that point will be from 2026 contract renewal funding. The second email reminds PHA executive directors that the deadline to register for interest in additional HUD-VASH vouchers is September 10.
