NAHRO and Industry Partners Call for Delay in HUD’s Cash Management Implementation for Public Housing
By: Eric Oberdorfer, Director Policy and Legislative Affairs September 18, 2025 —Today, NAHRO, along with our industry partners PHADA, CLPHA, and the MTW Collaborative, sent a joint letter to HUD asking the Department to delay the implementation schedule for cash management for the Public Housing Operating Fund.
Industry groups believe a delay is necessary so that public housing agencies (PHAs), HUD, vendors, IT developers, and fee accountants all have enough time to prepare. Without additional time, agencies risk being forced into major changes without necessary support and resources.
Preparation during a delay period would allow for:
- Clearer guidance from HUD
- Publication of related regulations
- Adequate technical assistance
- Development of a new HUD portal
- Upgrading PHA accounting systems
- Training staff and updating policies
NAHRO and its partners value the Department’s collaborative approach so far and look forward to continuing the conversation.
