NAHRO Releases New Advocacy Resources to Help You Prepare for Hill Day

February 26, 2026 — NAHRO is rolling out a comprehensive suite of new advocacy resources to help members effectively tell their story and strengthen their voice with policymakers at the federal, state, and local levels. Released in the lead up to NAHRO’s sold-out Washington Conference, these tools are designed to equip housing agencies with the data, messaging, and strategies needed to clearly demonstrate the value of housing and community development programs in their communities.

New and updated data tools include state-level funding snapshots and economic impact analysis, and our advocacy and congressional resources aim to make advocacy more accessible, strategic, and impactful for every member.

New and Updated Advocacy Resources

2026 Policy Priorities

NAHRO’s 2026 Policy Priorities outline the association’s legislative and regulatory agenda and are intended to help states, regions, and members shape their own advocacy efforts. The document emphasizes the need for streamlined programs, predictable policies, and sustained, responsible federal funding to ensure housing and community development programs can meet growing demand. It also includes NAHRO’s FY 2027 funding recommendations for key programs.

Economic Impact Calculator (NEW)

NAHRO’s new Economic Impact Calculator highlights the broad economic benefit of federal housing and community development investments. The tool measures both immediate impacts—such as construction and operations spending—and longer-term benefits, including job creation, private investment leverage, and community stability. Members can use the calculator to quantify and communicate the real return on investment these programs deliver locally.

2026 State-Level Data Flyers

Each state-specific data flyer provides members with quick, compelling data on:

  • HUD program funding levels
  • Housing Choice Voucher and Public Housing resident demographics
  • Homelessness statistics
  • Low-Income Housing Tax Credit unit counts
  • Project-Based Rental Assistance unit counts

These one-pagers are designed for easy sharing during meetings with lawmakers and staff.

  • The interactive flyers are best viewed on a desktop or laptop computer.
  • Select your state or territory from the dropdown list directly above the NAHRO logo. Data is not available for the Northern Mariana Islands.
  • To download a flyer as a PDF, click the download button (rectangle with a down facing arrow) at the top right of the interactive screen. You do not need to change any of the default settings.

If you have any issues downloading your state flyer, please contact Richa Goel, Data Analyst, at rgoel@nahro.org.

2026 Hill Day Talking Points

Prepared talking points help members communicate the urgency of protecting HUD programs and opposing severe funding cuts that would undermine housing stability for millions of families.

2026 Hill Day Toolkit

To help members prepare for productive meetings on Capitol Hill, NAHRO has developed a detailed Hill Day Toolkit. The guide walks participants through every step of a successful visit, including:

  • Navigating congressional offices and the Capitol campus
  • Researching Members of Congress
  • Crafting and refining your message
  • Coordinating with your team
  • Structuring your meeting
  • Following up afterward

The toolkit is designed for both first-time advocates and seasoned participants.

Hill Day Logistics and Scheduling

Date: Wednesday, March 11
Time: Meetings scheduled between 9:00 a.m. and 4:30 p.m. ET
Format: In-person meetings

NAHRO coordinates congressional meetings for conference attendees as a free, optional service. Members should have opted in for scheduling during registration.

If you registered for the Washington Conference but not Hill Day, you may still sign up, and we will do our best to try to schedule a meeting with your elected officials. You can register here. Because meetings become harder to secure as the date approaches, late registrants should contact Gabriel Smith, Legislative Affairs Manager, directly at gsmith@nahro.org after filling out the registration form.

Important Hill Day reminders:

  • Wear comfortable shoes, as you may be walking between House and Senate office buildings
  • Opt out if you plan to schedule your own meetings
  • Confirm your scheduling status or request changes by emailing Gabriel

Scheduling Support

Advocacy Associates will manage Hill Day scheduling.

  • Initial schedules will be emailed about one week before Hill Day
  • Schedules will also be available in the Hill Day app
  • Staff will be on-site at the hotel on Tuesday, March 10 to assist participants
  • Meeting times may change, so attendees should regularly check the app or website for updates
  • With these tools and coordinated support, NAHRO aims to ensure every member arrives prepared, confident, and ready to advocate effectively for the communities they serve.
