NAHRO Submits Comments on CDBG and HOME RFI

April 25, 2025 – NAHRO submitted comments to Chairman Mike Flood and Ranking Member Emmanuel Cleaver of the Housing and Insurance Subcommittee in regard to their request for information of the HOME Investment Partnerships Program (HOME) and Community Development Block Program (CDBG).

The request for information (RFI), which was announced by email and video message in early April, sought feedback on the CDBG and HOME programs. The representatives specifically inquired to know about the challenges grantees face in effectively using their funds, the positives, and ways each program could be improved.

In response to the RFI, NAHRO shared comments on ways each program could be updated to make CDBG and HOME funds more effective. In addition, NAHRO advocated that requirements like the Davis-Bacon Act, Section 3, and the Build America, Buy America Act (BABA) be streamlined to make them less burdensome on grantees.
