NAHRO Submits Joint Letter Requesting Guidance for CPD Grantees

July 11, 2025 — Today, NAHRO, the National Community Development Association (NCDA), and the Council of State Community Development Agencies (COSCDA) submitted a letter to HUD’s Office of Community Planning and Development (CPD) requesting immediate guidance on issues affecting grantees for the fiscal year 2025 CPD grant process.
The letter seeks guidance and clarification on the following:
- Clarification from HUD on the meaning of DEI in paragraph 6 of HUD Form 424B;
- Guidance from HUD on the applicability of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and SAVE verification system as they relate to CPD programs; and
- Additional guidance on how grantees should respond to the U.S. Supreme Court’s decision providing deference to federal agencies on the scope of program environmental analysis under the National Environmental Policy Act (NEPA) and other new federal regulations related to environmental review.
