Voucher Funding for Nov. and Dec. of 2025 Confirmed

October 8, 2025 — Earlier today, HUD confirmed that funding for the Housing Choice Voucher (HCV) Program will be obligated for both November and December. NAHRO interprets this to include both Housing Assistance Payments (HAP) and administrative fees. The funding should be obligated later this month, meaning that it should be available to housing agencies–as it usually is–at the beginning of the upcoming months. Additionally, HUD will continue to process shortfall funding consistent with its shutdown contingency plan.
Previously, HUD had publicly stated that if a shutdown were to occur, it would obligate the first two weeks of November funding for the HCV program, but remained silent on the rest of November. NAHRO is pleased that there is confirmation for funding beyond this point should a shutdown continue.
