Climate Resilience and Energy Efficiency in Public Housing: Opportunities for all PHAs
This session will review the latest HUD program guidance, Inflation Reduction Act (IRA) climate funding and capacity building programs that present new opportunities for Public Housing, including a focus on raising awareness of programs that small to mid-size PHAs should consider. While HUD did not receive any funding specifically for Public Housing, three programs under the IRA that will offer PHAs opportunities to tie resilience and energy improvements to modernization goals. Whether your agency has been considering energy improvements, or are simply considering general building upgrades, this session will give you an overview of the various opportunities and how to leverage them.

What’s Bugging You? Eliminate Pests in Housing with IPM
Are your buildings and developments experiencing chronic pest infestations? Do you have that one apartment that always has bed bugs? Is your pest control program chasing complaints but not eliminating pests? In this session we’ll discuss why integrated pest management (IPM) provides effective solutions to eliminate pests, their associated health hazards, and reduce exposure to pesticides. We’ll cover the three major pests of housing: bed bugs, cockroaches, and rodents, the most effective IPM treatments for each, and how to implement these strategies with pest control contractors, administration, staff, and residents all playing a role.

Missing Middle Family Housing: Minneapolis at the Confluence of Innovation
The Minneapolis Public Housing Authority (MPHA) recently closed the Family Housing Expansion Project, which will create 84 new construction units using modular construction techniques across 16 scattered sites. As the result of new flexibility granted under the Minneapolis 2040 Plan which eliminated single-family zoning, the project design utilizes missing-middle buildings to densify Public Housing-owned urban infill lots at scale. This session will cover considerations for the utilization of modular in a scattered site, affordable housing project and how to navigate PHA considerations like strict federal procurement rules and resident engagement.

Motel Conversion: The Good, the Bad, and the Ugly
With escalating development costs and increasing numbers of unhoused people, Public Housing Agencies in California are turning to the acquisition of motels to provide Emergency Interim Housing (EIH) and Permanent Supportive Housing (PSH). Four agencies from California will describe their respective acquisitions, discussing all aspects from vision to everything in between. Learn how to navigate the unique challenges and maximize the benefits of this transformational process. This session targets commissioners and staff at a PHA that are involved in policy, development, management, and services for unhoused people.

Building Resilient Communities through Job Order Contracting
The Los Angeles County Development Authority (LACDA) was completing 10-15 projects each year, struggling to spend and keep grant funding. After implementing Job Order Contracting (JOC), they increased project completion by 400%. This surge in project completion boosted grant funding and helped LACDA achieve HUD High Performer. The JOC program has enabled LACDA to give back to the local workforce by hiring more than 30% of their contractors from low-income areas in the county. Additionally, because contractors are awarded annual contracts, construction work can be assigned by task order, which saves 4-6 months on procurement for each project!
