HUD Sets Deadlines for EIV-SAVE Attestation Requirement

June 9, 2026 — The U.S. Department of Housing and Urban Development set deadlines for when housing agencies, owners, and agents (hereafter “housing providers”) need to review their Enterprise Income Verification Systemic Alien Verification System (EIV-SAVE) report and attest that the documentation for program participants is error free and that all the appropriate documentation is collected by housing providers and meets the requirements of current law and regulations (see 24 CFR Part 5, Subpart E). Housing providers need only check that documentation under the current law and regulations is on file. As a reminder, this only applies to individuals who have stated that they are citizens or eligible noncitizens. People who are not contending their eligible status (i.e., ineligible noncitizens in mixed status families) will not appear on the EIV-SAVE report.

The deadlines for this attestation vary by program.

  • For owners and agents administering the Project-Based Rental Assistance (PBRA) program, the deadline is June 20, 2026.
  • For housing agencies with Public Housing and Housing Choice Voucher programs, the deadline is August 3, 2026.

Project-Based Rental Assistance

Following a letter HUD’s Office of Housing sent Project-Based Rental Assistance (PBRA) owners and agents in January 2026, the Department has sent a digital bulletin with specific requirements for verifying citizenship and immigration status via a report using data from the Enterprise Income Verification (EIV) system and Systemic Alien Verification System (SAVE), referred to here as the EIV-SAVE Tenant Matching Report. Owners and agents must access this report and verify any discrepancies contained within it by June 20, 2026, thirty days from the date of HUD’s May 21, 2026 message.

First, owners or agents must access the report. Second, they must resolve any discrepancies flagged by the report. Attachment A in the message provides instructions for accessing the report, and Attachment B outlines the steps owners and agents must take to resolve discrepancies in PBRA tenants’ program eligibility.

For agencies familiar with HUD’s Office Public and Indian Housing (PIH) Programs, these requirements are similar to the EIV-SAVE steps taken by participants in those programs, though this report uses the TRACS system instead of IMS-PIC.

Housing Choice Voucher Program and Public Housing Program

On June 4, HUD sent an email to housing agency executive directors setting a deadline by which housing agencies had to “attest” that they “. . . have reviewed the citizenship or eligible immigration status of the identified individuals on the EIV-SAVE Tenant Matching Report.” This new requirement was identified in a previous communication from HUD on May 6. Housing agencies, through their executive directors or other authorized housing agency officials, will have to complete their attestation by August 3, 2026.

The process to complete the attestation is the following:

  • Visit the DocuSign website;
  • Complete the fields of PHA Code, PHA Name, Submitter Name, Submitter Job Title, and Submitter Email;
  • Click the attestation button; and
  • Review and select “Finish.”

The attestation button affirms a provided statement (reproduced below):

I confirm, on behalf of [PHA Name], that staff has reviewed the EIV-SAVE Tenant Matching Report dated April 10, 2026, reviewed the citizenship or eligible immigration status of the identified individuals, and has verified their citizenship or eligible immigration status, consistent with section 214 of the Housing and Community Development Act of 1980, and implementing regulations at 24 CFR part 5, subpart E.

The date of the signature will automatically be added and DocuSign will send acknowledgment of the receipt via email.
