HOTMA: Policy Impact and Analysis Workshop
Description
This session is designed for housing agency staff who are responsible for developing, updating, and implementing program policies. It provides a high-level overview of the Housing Opportunity Through Modernization Act (HOTMA) as a whole, with a focus on understanding the regulatory changes and making informed decisions about agency policies.
While the content is primarily centered on the Housing Choice Voucher (HCV) program, the principles and decision-making frameworks discussed are broadly applicable across other housing programs such as Public Housing and Project Based Voucher (PBV).
Participants will review sample HOTMA-compliance policies and work through real-world scenarios to learn how to interpret the new regulations and apply them thoughtfully within their agency’s operations. The training will help agencies distinguish which HOTMA provisions are mandatory, which are optional, and which are still awaiting further HUD guidance.
The session will prepare agencies to take immediate action where possible while also positioning themselves to adapt as additional guidance becomes available. Attendees will leave with a clear roadmap for aligning agency policies with HOTMA requirements and maintaining ongoing compliance.
Objectives
After completing this training, participants will be able to:
- Identify and understand the key components and regulatory requirements of HOTMA.
- Evaluate current agency policies to determine where updates, amendments, or new policies are required under HOTMA.
- Distinguish between mandatory provisions and discretionary policy choices and assess the potential impacts of each on program operations and compliance.
- Ensure agency alignment with HOTMA compliance requirements, including documentation, implementation timelines, and HUD expectations.
- Develop and revise internal policy documents, such as the Administrative Plan or ACOP, to implement HOTMA changes and maintain compliance with HUD regulations. or revision of the agency’s Administrative Plan.
