Certified Specialist of RAD Project-Based Vouchers (CRPBV)

NAHRO’s Certified Specialist of RAD Project-Based Vouchers (CRPBV) designation demonstrates that an individual has the knowledge, skills and ability necessary for:

  • Understanding the rules, regulations, policies, and definitions of various programs.
  • Identifying solutions and how they apply to regulations.
  • Understanding the basics of the RAD and PBV programs.
  • Differentiating between TBV and PBV and well as PBV and RAD PBV.
  • Completing operational tasks such as:
    • setting rents.
    • creating PBV contracts.
    • determining eligibility.
    • operating the waiting list.
    • conducting inspections.
    • completing leasing.
    • managing files.
  • Understanding occupancy issues such as:
    • annual recertification.
    • income increases.
    • terminations.

How do I get the NAHRO Certified Specialist of RAD Project-Based Vouchers (CRPBV)?

NAHRO has two paths to becoming Certified! Please refer to the chart below to determine the path that works best for you. 

Your Path to Become NAHRO Certified Specialist RAD Project Based Vouchers (CRPBV) Flow Chart  There are two paths to become NAHRO CRPBV Certified.  Path 1: If you do not have five or more years of experience working in the administration, operation, or management of a Housing Choice Voucher Program, you are required to take either the NAHRO RAD Project-Based Voucher Training. This path also requires you to receive a passing score on the NAHRO RAD Project-Based Vouchers Certification Exam, take NAHRO Ethics for Housing Professionals or Ethics for Management Training and Complete the CRPBV Certification Application.  Path 2: If you have five or more years of experience working in the administration, operation, or management of a Housing Choice Voucher Program, you may forgo the NAHRO RAD Project-Based Voucher Training. This path still requires you to receive a passing score on RAD Project-Based Vouchers Certification Exam, take NAHRO Ethics for Housing Professionals or Ethics for Management Training, and Complete the CRPBV Certification Application.

Certification Requirements

Education & ExperienceHigh School Diploma or Equivalent AND 6 months of experience 
OR Associates degree and above (Six months of experience not required) 
Specialist Training Completion of RAD Project-Based Vouchers Training
Ethics Training Completion of NAHRO’s Ethics for Housing Professionals OR Ethics for Management Training 
ExamPassing score on NAHRO’s RAD Project-Based Vouchers Certification Exam 
Application  Submission of Certification Application 

Requirement to waive the management training and sit for the exam: 

To waive the specialist training requirement, participants must have five (5) or more years of experience in the administration, operation or management of the Housing Choice Voucher Program and demonstrated knowledge in all the following: 

  • Housing Choice Voucher program rules and regulations 
  • Practical understanding of admissions, occupancy, and eligibility requirements of the HCV program.
  • Differences between the administration of the Tenant Based Voucher and Project Based Voucher regulations.
  • Difference between the Project Based Voucher program and the RAD Project Based Voucher program.

NOTE: Individuals waiving the specialist training still have the following requirements:

Exam Passing score on NAHRO’s RAD Project Based Vouchers Certification Exam 
Application  Submission of Certification Application

All applicants must understand the importance of, and agree to adhere to, NAHRO’s Professional Code of Conduct. 

Recertification: 

0.5 NAHRO CEUs (5 training hours) required every 3 years from date of certification.
